Syncing: ERA support within Reth #468

Investigate the new ERA feature through RethCommand for providing an optional path/uri to sync historic blocks without relying on p2p network.

Why this is useful:

Faster initial sync: Importing from ERA1 files can be much faster than syncing block-by-block from network peers
Reliable historical data: ERA1 files provide a verified, portable format for blockchain history
Reduced network load: You can bootstrap a node without hammering the P2P network
Archival purposes: Useful for nodes that need complete historical data

This is part of a broader Ethereum ecosystem effort to make historical data more accessible and portable, similar to how Beacon Chain uses ERA files for consensus layer history.

reth-snapshot should also be considered for taking snapshots
