Automate assignment of PRs

I want to automate the assignment of PRs (which will hopefully increase my notifications).

1. Create a GitHub Action workflow -> .github/workflows -> auto-assign.yml
2. Define the Workflow -> add content to auto-assign.yml
3. Commit and Push -> commit auto-assign.yml
