setupPublishNpmRCAndEnvVariables should be called once for publication process

.npmrc write is performed into cwd directory - https://github.com/Tinkoff/pvm/blob/master/src/plugins/core/publish/prepare.ts#L110
so it makes no sense to write it on every package publication in monorepo
