Deploy a Smart Contract on Oasis Network

Description
We need to deploy a smart contract on the Oasis Network. We suggest choosing the Sapphire ParaTime for smart contract development due to its privacy-first features and Ethereum Virtual Machine (EVM) compatibility. The current goal is to set up the environment, write or reuse a contract, and deploy it to the test network.
