Chat room system

A way for players to create and manage different chat rooms that they can invite others in. Optionally this should link into #26 so a player could invite all of their friends into their chat room. This should block other messages (like through global chat) apart from announcement messages from moderators through a separate command.

Also sounds a bit like the MCMMO "Party's", not sure exactly how they work, but its just something thats similar if that matters at all...

@Wild1145 I've got no intention of using McMMO, but it's something to look into for functionality.

@WickedGamingUK That was what I was thinking of, I just remembered that MCMMO had the functionality and was open source so it could be used as a reference if you needed to see something already setup and how it works.
