Strip user pings from inside talk-to-mod ticket modal submissions

Currently if someone manually inputs a valid mention inside the modal, tripbot will add that user to the private mod thread. This needs to be taken care of on the modal, not the info message as the bot still needs to mention and ping the user that submitted the ticket
