Add time to application close date #195
Description
Right now, we can only specify the date of when an application will close and this date is displayed on the home page when an event's applications are available.
It would be nice to avoid any potential confusion if we allow event admins to specify a time for the application close date and display this time to users so that there's no confusion between if the application closes at 12 am vs. 11:59pm vs. some random time.
