Skill hotkey is on auto double-press

I use legacy keys as my default, and whenever I turn it off and switch to a specific hero key setting for a specific hero with skills that have no legacy key binding (BB agh, Spec shard, etc.), all of the targeting & target point type skills and items are being double-clicked upon pressing their corresponding key for some reason. Idk, I've tried tinkering with the hotkey settings, but I still experience the same issue.

Any ideas on what's happening to my hotkeys?
