[DEX] As a user, I want to be able to create Paloma denom meta portfolios without using the Paloma Token API so that I am able to add denoms that were not created via the price API to the CW contract storing the meta token details.
Acceptance Criteria
factory/paloma14zscx68x4hxyar348zjcngf8t575dl5vwvgqmt/palomabitgold is denom for 20% IBIT / 80% IAU and is deployed to ERC20. Upgrade the CW so that it will be able to allow anyone to specify new weights and tickers for this token without using the Token API.- Allow anyone to be able to submit new denom token with weights permissionlessly.
