[PALOMA] Upgrade Skyway Bridge to use Receipts as SLCs and valsets use Receipts to process and verify cross-chain relays so that we avoid duplice batches being sent.
Problem: #3030 was resolved with palomachain@351a6d9.
However, this problem came back in a new format with a more clearer understanding of the issue:

Objective: We need to specify what changes would be required to upgrade Paloma with receipts for Skyway Batches as we have for SLCs and Valsets.
