Update ATO results display

Chad requested the following changes to the page for the updated ATO results

• Dynamic legend
• Negative and positive legend values should not be the same color scheme
• Dilute the white borders of the TAZ boundaries when you zoom out
• What’s the difference between “No ATO” and a 0 value -- they are the same correct?
• Get ride of attribute code in popup -- make it the name (instead of 'aRl' make it 'Realized ATO')
• Do we want to gray out the TAZs with no developable acres? Like with the ATO map?
• Legend always pops up when attribute changes – can it remember the preferences?
• Make ATO Type in this order:
  • Composite, Jobs, Households
• Make Condition in this order:
  • Auto, Transit, Loss due to congestion
• Gray to hot scale where near 0 is gray -- instead of a Red to Blue scale
• SE layer on ATO map?
• Display 0 when clicked and there isn’t data
