Specify exact browser support in MDN browser compat data

Currently Can I Use (based on MDN) says that `inert` attribute is [supported in 70% of browsers](https://caniuse.com/#feat=mdn-api_htmlelement_inert). But it’s hidden behind the flag, which makes it 0% of support.
