Add a supportsPointerPressure property?

This came up during our discussion on the default value for PointerEvent.pressure for unsupported devices. Given that unknown pointer pressure values are replaced by sensible values at low levels (e.g. for Wacom products), we need a way to communicate to the web the lack of pressure-sensing-capability of a pointing device.
