I'm experiencing an issue where WhatsApp is not receiving messages on newly created accounts or fresh phone numbers using the WhatsApp API. I'm testing on iPhone with WhatsApp version 26.21.74.

WhatsApp version: 26.21.74
Issue: Messages sent via API or https://github.com/WhiskeySockets/Baileys code, are not being received on new user accounts or newly registered phone numbers
Context: This appears to be working on established accounts but failing on fresh numbers
