Show banner if sending love is disabled

During certain operations sending love is locked, e.g. during import of users, when combining users. 

It might be helpful to show a little banner or any other indicator that sending love is currently disabled because right now one would only find out when trying to send love and seeing the error message *Sorry, sending love is temporarily disabled. Please try again in a few minutes.*
