add the info pages to the license mechanism

some license can be optional, with go to home page button rather than agree/do not agree. This is useful to show the user important info, such as maillist subscription form. 

While it is easy to do by adding some javascript to the license or js folder or even subscription form, dedicated rails template is prefered

_info prefix could be used to distinguish licenses and informational pop ups
