Ignore file support

Given that a package is being created from the working directory of a repository there should be a way to exclude specific files as is the case with systems such as NPM (NPM ignore file).

Or specifying a glob pattern which files/directories should be included. Whitelisting/specifying the exact files is way easier than excluding.

An ignore file makes use of both include and exclude and given the alignment with NPM the ignore file pattern would make sense. But any solution to stop the entire repo contents being uploaded would be great.

This could be useful for excluding test infrastructure that would just bloat the released action.

I'd expect all repos to have some content that is there for development work and not part of the action component.
