We're downloading the URL mentioned in title when building ue4-build-prerequisites. Currently (at the time I create this issue), it returns 404.

As a quick workaround, I suggest replacing it with https://sdk.lunarg.com/sdk/download/1.4.304.0/windows/VulkanRT-1.4.304.0-Components.zip, though this will bitrot as time goes.

Possibly we should also investigate whether these libs can be installed via Chocolatey.
