[BUG] Inconsistent Hover Effects on "Questions about these terms" Buttons

🐞 Bug Description

The buttons under “Questions about these terms” are not consistent (slow and lagging) on hover.
Some buttons change style on hover in a pause manner, leading to an inconsistent and unpolished user experience.
This inconsistency can confuse users and break visual uniformity across the Terms of Use section.

✅ Steps to Reproduce

1. Navigate to the Terms of Use page.
2. Scroll down to the “Questions about these terms” section.
3. Hover over each button in this section.
4. Observe that some buttons change differently.

🎯 Expected Behavior

All buttons under “Questions about these terms” should have a consistent hover effect (animation).
The visual feedback should clearly indicate interactivity and align with the overall design language of the website.
