Okta User-Sync Connector does not read LDAP sourced users

Description
I configured the okta-connector.yml and it connects to our Okta Org, but when syncing it does not read Okta users that are sourced from other Profile Sources other than those that are Okta sourced. We have both Workday and LDAP sourced users, in addition to a small group of Okta sourced users in Okta.

Steps to reproduce
Run the UST in test mode. Take a sample of users in the log that are being removed and check user source in Okta.
./user-sync -t

Expected behavior
User sync tools should be able to read all Okta users regardless of profile source.

I can't find any evidence in the Okta connector code that the UST is the issue here. Does the Okta API return non-native users when you query a list of users for your organization? Are these non-native users members of the groups you've set the UST to query?
