Tool certifications - can separate out "belt sander" and "grinder" to be 2 different certs?

I think the time has come to pull those two apart. Anyone who is dotted on the pair should just end up dotted on both. new people we'll dot on one or the other. And maybe we need to add circular saw.

Belt Sander and Grinder are in as 2 different certs now. Should the circular saw have the 18+ restriction like the table saw?
