icejs 工程构建包括前置插件执行和基于 webpack 的构建，基于 webpack 生态，webpack 构建速度可以通过 speed-measure-webpack-plugin 等插件统计构建速度，而目前缺乏插件执行耗时的统计，需要提供统一的方式进行统计 / 输出，方便优化构建性能
