OBO Dashboard (ROBOT tests): Scope

"Scope" currently fails as we are missing a section in our description of SWO on the OBO foundry site.
The Scope test can pass by adding text as outlined http://obofoundry.org/principles/checks/fp_005 and therefore should be straightforward to fix.

As stated at OBOFoundry/OBOFoundry.github.io#1015 this part of the test is currently only for the presence or absence of the domain metadata. It was missing in http://www.obofoundry.org/ontology/swo.html and so I have submitted a pull request.

The domain has been updated with "software" in the markdown file, but it has yet to be reflected in either the dashboard or the SWO html page. See the modification here.
