Wire StatusFilterChips into the custody list page.

Hi! I'd like to implement status filtering on the custody list page by wiring the StatusFilterChips component to the GET /custody?status= endpoint via the useCustodyList hook, following the same pattern as the adoption list filter with CustodyStatus options including EXPIRING_SOON with amber highlight, and include unit tests to verify filter chip selection updates the API query correctly.
