I came here to ask, is enabling 'Debug Web Requests' in the webgui related to this TimingMiddleware and it's creation/storing of pstats files?

Lately in both dev and prod I've noticed /var/log/tower/profile being filled with these files and in dev's case consuming all free disk space.

Confirming this myself, disabling 'Debug Web requests' does stop the generation of these files but they will persist until manually deleted.
The gui should tell you where these files will be stored and possibly offer the option to clear them.
