[Site]: add unsubscription instructions for developer mailing list #1765

Description of the current state/issue:
On average, 6 unsubscription requests were sent to the developer mailing list each month in from Aug 2023 to Dec 2023.
Dec, 2023: 9
Nov, 2023: 7
Oct, 2023: 5
Sept, 2023: 7
Aug, 2023: 2
Per checked APISIX's website, there are no instructions about mailing list unsubscription. It would be good to provide the instructions.

Description of the change you are proposing:
As Apache APISIX already had 'Subscribe to the Mailing List' on https://apisix.apache.org/docs/general/join/, can we add a note or subsection to provide the unsubscription process?
## Unsubscribe from the Mailing List
You can unsubscribe from the Apache APISIX mailing list when you do not want to receive notifications.
1. Send an email to [email protected], then you will receive a confirmation email from [email protected].
2. Reply to [email protected] to confirm you unsubscription.
Once successfully unsubscribed, you will receive a Goodbye email from [email protected].
