Expand on no-op filtering.

Today, we have a very very simple hard coded filter on when to merge vs open PR. We need to expand support for this to include things like looking at a particular path.

The path option would get used in mono repos where multiple services are configured in a single deployment repo. We would want to filter based lets say yaml|yml being included in a specific path.

NOTE: Even though the promoter should still enable this feature I feel. One alternative would be to teach the hydrator to hydrate a mono repo into individual repos.
