I would like to install the module, but I don't work with anaconda. Is there a way to install without it?

Henning Dekant wrote this. You'll have to talk to him. This python interface to LAPACK's CSD was written with an old version of python 3 and rejects newer versions. If Henning is too busy to fix it, I hope you fork this repo and fix it for everyone to use.
