ENH: cross reference notebook sections

There are a few cases of referencing sections and chapters in the book (e.g. #65 (comment)).

Ideally, all those should be turned to sphinx references/notebook anchors and cross-linked without referencing out to the book (book references would be also all fine, but more as a footnote etc rather than as self-reference in the text itself)
