[FEATURE] Implementation of a info message to user that a new version of cli is available.

Why do we need this improvement?

Currently users might have to manually remember to check for a new version of cli and if they are on an old version there is no way to warn them that a new version is available.

How will this change help?

This change will help notify users that a new version of cli is available and they should update it making sure that they are always on the latest version of cli which will be good as latest versions can contain bug fixes and important changes.

How could it be implemented/designed?

An info message can be shown to them that a new version is available and they should upgrade upon usage of command.
To make it less annoying it can be shown once a day instead of showing it on every command they run.
