Describe the feature

Back in Oct 2024 AWS quietly doubled the limits for actions per stage as well as actions per pipeline.

The ADF wave calculation should be updated to reflect this.

Also would be nice to throw a custom error type when processing deployment maps determines there are two many actions to create/update the Pipeline.

Use Case

Pipelines with a lot of targets/actions.
