Support scanning workspaces

Current Limitation

Currently, the tool only supports standalone projects. With the workspaces support in Update 13, the scan command should be workspace-aware. Running the bal scan command on workspace root gives the following error:

package is empty. please add at least one .bal file

Related to ballerina-platform/ballerina-lang#44144

Suggested Improvement

The tool implementation should be improved to run on workspaces and a single scan report should be generated for the entire workspace.
