As an admin I should be able to disable user accounts #12
Description
Allow for admins to disable user accounts either temporarily or permanently.
Acceptance criteria:
- Admin can suspend or permanently disable a user account, having the following effects:
- User can still log in
- User will be notified that their account has been temporarily suspended
- User will not be able to make any changes to their account, other than requesting account data or deleting the account (GDPR compliance)
- User will be presented with an easy way to contact support
- User IP and/or email will be flagged preventing more accounts to be created from this IP and/or email (removed when account is un-suspended in the case of a temporary suspension)
- Admin can un-suspend user account if it has been temporarily suspended, having the following effects:
- All functionality will be restored to the account
- User IP and/or email will be removed from our blacklist
