As an admin I should be able to view all user account activity

Allow admin to view all the changes made to a user account, including login attempts. This allows for reviewing accounts which are suspected of breaking our tos.

Acceptance criteria:
- Admin can view all changes made to a user's account and the timestamps of those changes.
- Admin can view all login attempts for an account and all relevant info:
  - Timestamps
  - Browser
  - Operating system
