"Check What's New" banner forces me to check what's new #1720

I opened Bazaar today and was greeted by a friendly-looking banner asking me to check what's new. I'm excited to hear of new updates, but my problem today is that I was crunching at the end of the workday and I did not want to check what was new. I was actually at the limit of my meat brain's context window and just needed to quickly install something to wrap up my last tasks.

I need to stress that I had no capacity left allow more information like what is new in Bazaar into my head, without losing focus on the work I was trying to wrap up in the next few minutes.

But there it was. The banner, with no "x" to dismiss, no fading away when I navigated around, and even no disappearing after a frustrated closing/reopening of Bazaar.

Just a "friendly-looking" banner holding both my attention and my precious vertical screen real estate ransom, until I submit and check what's new. Which then opened a distracting popup modal for me to close.

I know this probably isn't a big deal to a lot of people, but please give me a button to banish the banner when I am too busy (or stubborn) to check what's new.
