Restructure build

Right now, build consists of:

 - native part
 - Scala part

all being handled by `sbt`. As [noted](https://github.com/bblfsh/client-scala/pull/84#discussion_r289940924) it would be a good idea to have a Makefile that CI uses, that takes care of native part and calls into the `./sbt`.
