Purity for seedlot screen- purity data entry (returning user)

As a TSC Testing Technician I want a section in the purity testing form that collects non-tabular data So That I can enter the start and end dates, the category and any comments to do with the testing activity

Acceptance Criteria

• Given that I am returning to the form, when it opens, the dates, category or any comments appear.
• Given that I am returning to the form and it is not yet set to complete or accepted, when update the dates, category or any comments, the they are pushed to the appropriate Oracle tables
• Given that I using the purity testing screen, when I enter data, then it is validated using the appropriate oracle API prior to being pushed to the oracle database.
