Always make sure that a version of each apps exist on the homepage

This seems to be an issue whenever there is a rebuild process where the only patcheset that changed was for a few apps. It only shows the few apps that was rebuilt, not the entire option of apps:

In addition, most of the previous releases and Actions artifacts are deleted from the github page as well, so unless you already have them archived, it is a bit hard to pull again.

It's likely part of the current streamlining process, but perhaps some updates can be shared on this issue?
