in my opinion Peertube needs. of 2 fundamental things:
Export channel data and videos directly from the control panel.
with the RestApi to be able to search if a title of a video already exists or not.
The first plugin or extension, and given the large number of videos it can contain, could be the generation of a simple script, which once launched on another computer, downloads the metadata and videos in a folder (ChannelName) with a files&folders structure inside, and a summary file to facilitate importation into another peertube.
Clearly the plugin has to be able to import and export the channels.
This does not a tool to create an extension of the federation, but rather to create a home intranet where to store important videos that could be lost or that are no longer online.
The peertube redundancy option does not work for this, because it is an expiring cache. What is needed is to be able to archive thousands of videos in a simple and easy way to restore
The second extension I think is much simpler. You have to be able to search for a video title from the rest api and the result has to be true or false. This will be useful for importing videos from other platforms and not having duplicate videos
