Change cursor to indicate draggable item #27
Description
A small usability issue: it would be good to have the cursor change when it's over a draggable item in the Ballot Edit section. Recommend cursor: move or cursor: grab from this list https://developer.mozilla.org/en-US/docs/Web/CSS/cursor but any change would be useful.
