Per the official process in docs/adding-exchanges.md, the preferred path is a Pull Request editing _templates/exchanges.html directly (Europe section), not an issue. Issues are only the fallback.

Reviewers assess: site functionality, operational processes, rates and fees, order book, policies/T&Cs, press and community feedback, and leadership. Worth linking those proactively in the PR.

Note: listed exchanges are re-reviewed periodically and may be removed if unresolved issues arise.
