Allow field access on referenced records

LRM and tool changes to support field access to records.

I suggest we do this in two parts:

• Initial LRM changes and tool support with minimal VCG support
• More LRM changes and a large change in VCG to separate checks into "at declaration" and "after references", and you can only use field access in the latter
