Implement TypeInstance management view

Description

• Add view to manage TypeInstances (as a new tab).
  • Add, edit, delete
  • Reuse at least some part of the TypeInstance List component
  • Make it consistent with Actions list view
  • Consider showing relations in TypeInstance Details view
• Add option to register new TypeInstance during Action creation.

Reason

UI is the easiest way to manage Capact resources. As we have Action management, now it's time to bring more capabilities to the Dashboard.

Use cases

As a System User, I want to have an easy way to manage TypeInstances.
