Implement Global and Action Policy management

Description

• Add view to see Global Policy (as a new tab).
  • Add ability to modify it (as code textbox).
  • Nice YAML editor nice to have, there are already existing components, e.g. https://github.com/securingsincity/react-ace or https://github.com/jaywcjlove/react-monacoeditor (pick something convenient, but at the same time lightweight).
• Add option to edit Action Policy during Action creation (in Action summary view).

Reason

UI is the easiest way to manage Capact resources. As we have Action management, now it's time to bring more capabilities to the Dashboard.

Use cases

As a System User, I want to have an easy way to manage Policies (both Global and Action).
