[Bug]: Right panel keyboard behavior

Description

In Labs when I tab to the right panel and hit enter to open it, the focus disappears (maybe because there is no content in the panel?) and remains open. When I hit tab again, the focus goes back to the [skip to main content], then main menu button, then IBM [Platform], then the right panel where I can hit enter to close it.

Compared to the Header with actions story in Carbon core storybook which does:
Tab to the right panel, hit enter to expand, focus remains on the right panel button, and I can either tab into the panel content or hit enter to close the right panel.
