Task description 🔨🔧

The relayer should contact the gateway to create the transaction, which should be signed by the relayer. Currently there is an issue with apollo preventing us from signing the unsigned transaction with the relayer. Therefore the gateway signs the message currently as a workaround. This behavior needs to be fixed in the future once the transaction signing for Conway has been repaired in apollo.
