Ignore rows without CompetencyText during CSV import #1326

@miledivovic I was testing this and when I imported a competency without competencyText instead of notifying the user as we discussed, the competency was imported. A message saying that the competency text is missing for the row # is being displayed for files, verified and can be closed CTDLASN Parse Error: Competency text is empty on line 3 |
Some workflows generate extra rows during CSV creation when preparing to import frameworks or concept schemes. If the import is in ceasn mode and these rows do not include required properties such as competencyText then the rows should be ignored to avoid generating extraneous competencies or concepts.
