Valuations has requested a desk review workbook update: to the "flags" section, please add a new column indicating whether or not there has been an assessable permit filed for the PIN. For 2025 workbooks, please only consider permits filed from 2022 onward.

Context:

This flag indicates to the analyst that they need to check the "permit" tab in IPTS during desk review to see the most up-to-date characteristics. It's helpful because right now, analysts have to manually check the permits tab to see if there has been a permit.

Note that the request is not to use this boolean as a model feature. The request is just to add to the desk review workbooks as a flag.

Requirements:

Let's anticipate that in desk review spreadsheets for TY2026, we'll provide the flag using permits filed from 2023 onward.

I could see this feature living in PIN status (perhaps per PIN, per TY using a 4 year window), or elsewhere, or could see it being constructed just for the workbooks here.

Notes:

When we deliver this to the stakeholder, we should make clear: if a permit is filed after desk review workbook production but before the town is worked, the flag will be out of date.
