System for simulating Management ensembles

There are two options:

1. use monitoring framework with associated uncertainty to assign management practices to specific fields
2. develop a first draft of the system that will generate future scenarios from adoption rates for each practice of interest.

I think the first step is to have a priors for each county x PFT: what proportion of fields use each management practice of interest, and which practices covary
- no till / low till
- cover crops
- organic matter addition
- reduced irrigation

For the ensembles, the MVP can have fixed proportions, varying the actual farms where these are implemented.

Outputs:

Ensembles of management practices (n ensemble members, lets start with n = 10)

1. For each design point, a time series of practices in the PEcAn std JSON format
2. For each of the 600k fields x n ensembles, a table with boolean values indicating whether each practice has been adopted
