Implement the possibility to respond to delays.

System accelerator / brake lever
2.0 ... speeding
1.0 ... normal drive
0.0 ... uniform movement
-1.0 ... normal brake
-2.0 ... brake delay
-3.0 ... rescue brake

It is necessary to think how these values to build on the engine power, efficiency continuous brakes and EBD
